Frost on a heat pump is expected; a solid shell isn't. What separates the two is whether defrost cycles are actually clearing the coil, so a tech watches for a defrost to initiate and checks the board, the coil sensor, refrigerant charge, and the fan motor's real speed. Placement matters enormously in this climate. A unit sitting where roof runoff drips onto it or where a plow bank ends up buried against the cabinet ices faster than defrost can ever keep up with, and raising or relocating it fixes what no part swap will. Prying ice off with a tool bends fins and makes next winter worse.
